South Korea's Ministry of Science and ICT has introduced a new program called “AI for All,” aimed at providing the country's public with a general-purpose generative AI service that is free and has no usage limits.
This service is not limited to a standard AI chatbot like ChatGPT. South Korea plans to develop it further into a personal AI agent that integrates with government digital services in the future.
What Can You Do with This AI?
- General & Administrative Assistance: You can ask everyday questions, prepare documents, and obtain information about government services through the AI assistant.
- 24/7 Public Services: The government plans to provide 24-hour AI consultation on taxes, welfare, public safety, and other government services via AI-powered public-service systems. It will identify tax-related questions, benefits, and government support programs, and in some cases, even assist with the application process.
- Education Support: Plans are underway to develop AI services like personalized learning consultation, allowing students to use this system for learning and study assistance in the future.
- Healthcare Strategy: South Korea is also implementing a separate AI healthcare strategy using AI to make access to medical information and healthcare services easier.
What Does “Free Premium AI” Mean?
The key point here is that this is not giving free ChatGPT Plus, Claude Pro, or Gemini Advanced subscriptions to South Korean citizens.
Instead, the goal is to build a national AI service using sovereign AI models developed within South Korea—completely free of subscription fees and usage limits. Because most free AI platforms currently impose message limits and subscription restrictions, the South Korean government believes that AI access should not depend on a person's income.
A Personal AI Assistant for the Entire Nation?
The South Korean government's long-term target is even more ambitious.
After 2027, they plan to develop this system further to implement the concept of “one AI agent per citizen”—giving every person their own AI assistant. That AI agent will be able to identify government benefits you qualify for, provide tax and public-service information, and assist you with applications.
